(i)Tenderers are required to upload their digital certificates to PCMS before submission of tender offers through ETB.

Information for collection of tender documents in paper or CD-ROM/Diskette form.ETB accepts the digital certificates issued by the recognised certification authorities of Hong Kong. All tenderers whether in Hong Kong or outside Hong Kong have to use the digital certificates to sign and submit their tender offers to GLD electronically through ETB as an alternative to paper-based tender submission.

(ii)Please note that the certification authority which issues the digital certificates acceptable to ETB requires time to process your application for a digital certificate. You are advised to apply for such digital certificate well in advance of the tender closing date if you have not already done so. If it appears that a digital certificate will not be obtained in time before the tender closing date, you are advised to plan ahead of the tender closing date and submit the tender by paper-based method in accordance with the tender documents.

(iii)The total file size (after zipped) of an electronic offer should not exceed 30 MB.
For tenderers without any of the digital certificates which are accepted by ETB or the file size of their electronic offers each exceeding 30 MB, paper-based tendering should be used. For more details, please refer to the Frequently Asked Questions.

(iv)Tenderers should ensure that their online account is valid before logging in ETB to submit tender offers. If your online account is not valid (e.g. suspended, obsolete) or you forget your password, you will not be able to log in to the ETB to download tender documents, submit tender enquiries and tender response for GLD tenders. You are advised to check if your online account and password are still valid well in advance of the tender closing date.
